How can Screen timeout out for certain applications on Android phones / tablets

When you surf the Internet on your tablet or Android phone, reading emails, etc., you would have noticed screen timeout and darkens. I hate it. I used to touch the screen to circumvent this problem.

Certain applications like Reader, media players do not allow the screen to turn off. Nominations must have this built for off screen timeout when they are active. Most applications do not have this feature.
